	LONDON (Dow Jones)--Terrorists are planning fresh attacks against U.K., U.S. and Israeli targets to coincide with the anniversary of the World Trade Center destruction on Sept. 11 last year, according to a report Sunday in the U.K.'s The Observer. Intelligence services in the U.K., southerrn Asia and the Middle East are detecting an increased volume of communications between suspected al-Qaida cells as the network accelerates efforts to pull off a major operation around the anniversary of the New York and Washington attacks, says the paper. Sources in Pakistan say al-Qaida operatives there have been given a three-month deadline to work with associates from local hardline Islamic organizations to target Western interests in the region, the report says.
